The Hwy 90 to Hwy 905 Hydraulic Improvement project is being financed by the Drinking Water State Revolving Fund (DWSRF). The DWSRF program is administered by the South Carolina Department of Environmental Services (SCDES) and the South Carolina Rural Infrastructure Authority (SCRIA) with joint funding from the US Environmental Protection Agency (EPA).
This project is designed to increase the capacity and redundancy of the existing water distribution system through the construction of a new 16-inch waterline from Hwy 90 to Hwy 905 crossing the Waccamaw River. Additionally, a water booster pump station located near Hwy 905 will provide sufficient pressure and fire flow capabilities to areas north and west of the Waccamaw River. Currently, there are only two waterlines crossing the Waccamaw River between Conway, SC and the SC/NC state line. Adding a third crossing approximately halfway between these existing crossings will provide operational resiliency within Grand Strand Water & Sewer Authority’s (GSWSA) water system.
There were several water main alternative locations considered. The route along Old Highway 31 was selected due to the central location for hydraulic performance, construction costs, minimal wetland impacts and long-term system value. The project will include the construction of approximately 19,300 linear feet of 16-inch waterline and a water booster pump station.
The estimated cost of the project is $5,500,000 which includes all required pipes, pumps, bores, equipment, valves, and fittings associated with the project.
The project will have minimal impacts to wetlands. There are no other environmental impacts associated with this project.
Grand Strand Water & Sewer Authority will host a public hearing on Tuesday, June 22nd,2026 during its regular scheduled board meeting to discuss the project and to hear public comments. Members of the public are welcome to attend and provide comment for the public record. The meeting will begin at 6:00 p.m. and take place at the Grand Strand Water & Sewer Authority Administration Center located at 166 Jackson Bluff Road, Conway, SC 29526.
