CWSRF Notice – River Oaks Force Main Diversion

The River Oaks Force Main Diversion project is being financed by the Clean Water State Revolving Fund (CWSRF). The CWSRF program is administered by the SC Department of Environmental Services (SC DES) and the South Carolina Rural Infrastructure Authority (SCRIA) with joint funding from the US Environmental Protection Agency (EPA).
The project includes installation of approximately 5,000’ of 20” sewer force main including a 1,300’ horizontal directional drill under the Intracoastal Waterway. The new sewer force main will be capable of diverting up to 5 MGD to the existing Myrtle Beach WWTP that currently operates with excess capacity. The project will add redundancy by allowing flows to be directed to different WWTP’s. Once complete the project will also reduce pressures in the Carolina Forest community allowing pump stations to operate more efficiently.
There were other alternatives considered including no action. The location selected is the most cost effective and provides the best hydraulic location due to the proximately of the Myrtle Beach WWTP to River Oaks Dr. This location also provides the least impact to the environment and surrounding properties.
The estimated cost of the project is $2,700,000 which includes all required pipes, bores, equipment, valves, and fittings associated with the project.
The project will have minimal impacts to wetlands and include a horizontal directional drill crossing below the Intracoastal Waterway.
Grand Strand Water & Sewer Authority (GSWSA) will host a public hearing on Monday, October 19th, 2026 at 2:00 p.m. to discuss the project and to hear public comments. Members of the public are welcome to attend and provide comment for the public record. The meeting will take place at the Grand Strand Water & Sewer Authority Administration Center located at 166 Jackson Bluff Road, Conway, SC 29526.
