CAPITAL PROJECTS MANAGER
GENERAL DEFINITION OF WORK:
Performs difficult professional work in development and overseeing of GSWSA Capital Improvement Plan; does related work as required. Work is performed under general supervision. Supervision may be exercised over subordinate technical personnel.
TYPICAL TASKS:
Manages GSWSA Capital Projects including administering, scheduling, overseeing, and reviewing of design work for capital projects and miscellaneous projects and ensure all projects meet GSWSA standards and specifications as well as project deadlines;
Coordinates design consultant selection;
Communicates with customers, employees, consultants, contractors, state & county agencies, and others as necessary to resolve conflict and expedite issues;
Administers permit applications for Capital Projects and processing as necessary with SCDES, USACoE, SCDOT, County, and other agencies for all general and job specific permits;
Provides engineering estimates, designs, required permits, and specifications for various capital and miscellaneous projects;
Manages the bid processes and administer construction contracts;
Oversees construction, manage site activities, ensure adherence to plans, codes, and quality standards and authorize payments, including change order requests;
Monitors project costs, forecast expenses, and manage budgets to ensure fiscal responsibility;
Prepares technical reports, data analysis, charts, trends, and others as requested;
Directs and manages employees as needed;
Assigns work, plans and schedules, organizes, trains, sets goals, evaluates performance, disciplines, and ensures conformance to personnel policies as needed;
Coordinates with Chief of Accounting & Finance on establishing the Capital Budget including identifying funding sources (Grants, SRF Loans, etc.);
Maintains comprehensive project files, records, and reports for regulatory and review purposes;
Assists the Chief Executive Officer;
Perform related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the principles and practices of engineering as applied to the development, design, and construction of capital improvement projects; thorough knowledge of the techniques and methods used in designing and estimating construction projects; ability to plan, lay out and direct the work of subordinates and consultants; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering and construction problems; ability to prepare technical reports; ability to maintain effective working relationships with GSWSA officials, employees, contractors, consultants and the general public; ability to communicate complex ideas effectively, orally, and in writing; ability to establish and maintain effective working relationships with associates, customers, other agencies, and the general public; ability to work both indoors and outdoors; ability to lift up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently to move objects; ability to bend, reach, stand, and sit for extended periods of time; ability to climb ladders, twist, kneel, crawl, squat, walk, pull, and push; ability to move and traverse obstacles at work sites; ability to work safely and make visual and audible observations day and night and ability to drive a vehicle daily.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with major course work in civil engineering, environmental engineering, construction management or related field including a minimum of 4 years of relevant experience.
SPECIAL REQUIREMENTS:
Successful completion of the Fundamentals of Engineering Exam (FE/EIT) required as well as licensed as a Professional Engineer (PE) in the state of SC. Licensed as a PE in NC is preferred.
THIS POSITION WILL BE OPEN IN THE ADMINISTRATION DEPARTMENT EFFECTIVE JULY 1, 2026 CONTINGENT UPON BOARD APPROVAL. SALARY RANGE IS $85,758.40 - $141,523.20. THE DEADLINE OF RECEIPT OF APPLICATION IS 5:00PM, MONDAY, JUNE 15, 2026.
